2. Effects of Changes in Tax/Benefit Policies in Austria 2003-2005

- The aim of this paper is to evaluate whether policy reforms in Austria between 2003 and 2005 were successful in meeting redistributive objectives and in reducing poverty. The authors use the tax/benefit micro-simulation model EUROMOD for this analysis. In the period under review the 2004-2005 tax reform was introduced and contributions to health insurance were raised. On the benefit side no major changes took place, the main family benefits were not even indexed to inflation. The authors find that the measures had no significant impact on poverty and income distribution. However, in total they increased the disposable income of almost all groups of the population.

- Feichtingerova kniha náleží do oblasti kulturně-politických dějin vědy a sleduje v časovém rozmezí téměř celého století jistou linii, jež tvoří jeden z podstatných rysů „rakouského“ (v teritoriálním významu habsburské monarchie) myšlení a kultury. Touto linií - a také přístupem, s nímž se autor názorově ztotožňuje - je antiesencialismus ve smyslu skepse vůči myšlenkovým konstruktům vydávaným za uchopení podstaty určitých jevů. Klíčovou tezí, kterou se pak autor snaží prokázat, je afinita mezi tímto filozoficko-vědeckým postojem a demokratickým smýšlením i praxí. Toto sepětí dokládá u význačných osobností, jako je právní historik a teroretik Hans Kelsen, zakladatel psychoanalýzy Sigmund Freud, filozofové Ludwig Wittgenstein a Ernst Mach nebo historik umění Alois Riegl. Recenzent formuluje námitky vůči příliš jednoznačné interpretaci této teze (autor například ignoruje Tomáše Garrigua Masaryka, který do jeho schématu nezapadá), monografii však hodnotí jako obdivuhodný pokus tematizovat a interpretačně zvládnout obrovské množství různorodého materiálu, který může být inspirativní i tím, jak integruje české myšlení do širšího transnacionálního kontextu., The book under review, a cultural-political history of science and scholarship, covers almost a century of a line that constitutes one of the fundamental features of ‘Austrian’ ideas and culture (meaning those originating in the territory of the Habsburg Monarchy). This line - and also the approach that the author himself identifies with - is anti-essentialism in the sense of scepticism towards mental constructs that are presented as having captured the essence of certain phenomena. A key argument that the author then seeks to demonstrate is the affinity between this philosophical-scientific attitude and democratic thought and practice. He demonstrates this affinity in important figures, such as the jurist, legal philosopher, and political philosopher Hans Kelsen, the neurologist and father of psychoanalysis Sigmund Freud, the philosophers Ludwig Wittgenstein and Ernst Mach, and the art historian Alois Riegl. The reviewer objects to what he sees as an overly clear-cut interpretation of this idea (the author fails to mention, for example, Tomáš Garrigue Masaryk, for he does not fit into this scheme), but he praises the book as an admirable attempt to thematize and interpret a vast amount of diverse material, and it may therefore be an inspiration for the way it integrates Czech ideas into the broader transnational context., [autor recenze] Vlastimil Hála., and Obsahuje bibliografii

- The article is a continuation of the author’s paper given at the professional conference on historical collections in Olomouc in 2013, which was published in the proceedings of the conference, Bibliotheca Antiqua.1 The author has corrected and expanded some of the data on the life story of Count Pötting on the basis of information from Pötting’s handwritten Diary from 1664-1674 (Diario del conde de Pötting, embajador del Sacro Imperio en Madrid). 8. Sociální integrace přistěhovalců z velkoměsta na vesnici v České republice a v Rakousku

- The article deals with the topic of migration from cities to villages in the Czech Republic and Austria and the opportunities for the social integration of newcomers. It relates partly to the problems of suburbanisation but is not limited to just migration to suburban villages. The analysis is based on a qualitative study conducted in 2003-2004 using grounded theory, and it examines the subjective viewpoints of the incomers and their assessments of their situation. The author reveals two different patterns of motivation for migration, presents a typology of relationships between the incomers and the village community, and distinguishes three basic 'orientations' among the incomers: a village orientation, a city orientation, and an orientation towards self-sufficiency. These specific orientations emerge in the process of mutual interaction between the preferences of the incomers and the integration opportunities offered by particular villages; they are not exclusive and can change over time. The author closes with a summary of the differences between the situation in the Czech Republic and Austria, which may be a result of different structural conditions and different historical backgrounds.

9. Taxonomy and distribution of Cerastium pumilum and C. glutinosum in Central Europe

- As a result of inconsistencies in morphological characters, Cerastium pumilum and C. glutinosum have been misunderstood or confused in many European floras since the 1960s. In the second volume of the Flora Nordica, a revised treatment of C. pumilum s.l. is provided and this concept is tested here for eastern Central European populations. The cytometric and morphological part of the study is based on living plants from 85 populations in the Czech Republic, Slovakia, Poland, Austria and Hungary. Flow cytometric analyses of the samples revealed two groups differing in ploidy level and corresponding to two cytotypes (a known octoploid, 2n ≈ 72, for C. glutinosum and yet unknown dodecaploid, 2n ≈ 108, for C. pumilum). Eleven morphological characters were scored or measured in plants of known ploidy level and the data set analysed using multivariate statistics (principal component analysis and canonical discriminant analysis); the two morphologically well-separated groups were identical with the two cytotype groups detected by flow cytometry. Based on these results, we suggest treating the detected cyto-morphotypes as the species C. pumilum and C. glutinosum. Our analysis further revealed that the traditionally used characters (glabrous vs. hairy adaxial surface and presence vs. absence of a scarious margin to the tip of the lowermost bracts) are not taxonomically informative. The characters best differentiating the species include indument on the lowermost vernal internodium, length of mature stylodia, length of glandular hairs on sepals and maximum diameter of mature seed. A key for identification of both species is also provided. A revision of almost 1600 specimens deposited in 16 Central European herbaria revealed that the species show different distribution patterns in Central Europe and partial habitat segregation. Specimens from the Czech Republic previously assigned to C. litigiosum were identified as C. pumilum; consequently, C. litigiosum must be removed from the Czech flora.

- In 2016, 150 years will have passed since the Austro-Prussian War. Near the fortress of Hradec Králové, the decisive battle of this conflict took place, with Austria losing. The fortress was besieged and its immediate surroundings were flooded. Using eyewitness accounts and historical realities, the author describes the until recently-rarely revisited life of the civilian populations in the besieged fortress.
