2. Building locality at sites of memory in Taiwan

- The 1990s signified the beginning of Taiwan´s "era of localism". Local places in Taiwan and the idea of Taiwan as a place were to gain unprecedented status in both political narratives and social practice. These place-centered acts gradually converged into the state-led Integrated Community-Making Program, in operation since 1994. Amid the prevailing phenomena, the past of a place was frequently perceived as representing a utopia which was rapidly fading or had been already lost as the result of development. The heritage sites, as "sites of memory", have thus not only served as "memory tactics" in rebuilding the sense and identity of a place, but are also expected to mediate the construction of a better future in terms of locality production. This paper examines the substantial components of locality in Taiwan within three frame works: globalization, machizukuri and community-building, which comprise the significance of locality in Taiwan. It concludes with case studies, which examine the social practice of place-making through the development of controversial sites of memory. It attempts to reveal the dialectical relationship between state-propaganda and the local practice of community-building, as well as the dilemma generated from the uses and abuses of global/local discourse.

- a1_Studie se zabývá zapojením a účastí Československa v Mezinárodním biologickém programu (MBP) a snaží se zhodnotit jeho vliv na ,,ekologizaci'' československých věd spjatých s environmentální problematikou. Mezinárodní biologický program, realizovaný v letech 1964 až 1974, autorka charakterizuje jako jeden z největších a nejdůležitějších globálních výzkumných projektů ve dvacátém století, které se věnovaly životnímu prostředí člověka na Zemi. Zaštiťovalo jej UNESCO a Mezinárodní rada vědeckých unií (International Council of Scientific Unions - ICSU) a jeho cílem bylo monitorovat přírodní procesy a změny životního prostředí. Program byl připravován v období Chruščovova tání v Sovětském svazu, spuštěn byl v čase mezinárodních krizí studené války a ukončen byl v údobí détente, což poznamenalo nejen jeho průběh, ale i definici oblastí výzkumu, kde východní a západní blok prosazovaly vlastní priority. Socialistické státy pod vedením SSSR se účastnily programu s hlavním cílem využít poznatky biologických i jiných věd k maximalizaci zisku přírodního bohatství za cenu minimální devastace životního prostředí, zatímco kapitalistické země usilovaly především o preventivní přístup k ochraně přírody., a2_Autorka tvrdí, že Mezinárodní biologický program v Československu stimuloval zájem vědců o problémy životního prostředí a do jisté míry zaplnil prostor, který se v biologických vědách uvolnil díky procesu destalinizace a v rámci politiky ,,omezeného internacionalismu'', jež vedla k otevření mezinárodní vědeckotechnické spolupráce přes železnou oponu. Studie popisuje institucionalizaci Mezinárodního biologického programu v Československu, jehož slibný průběh a mezinárodní aspirace zde přerušila takzvaná normalizace po roce 1968, a její následné rozdvojení mezi Československý národní komitét pro MBP a katedru MBP na Vysoké škole zemědělské v Brně, s rozdílným vztahem k politické moci i mezinárodní legitimitou. Mezinárodní biologický program podle autorky přinesl napojení na globální vědecké infrastruktury včetně nově zřízených monitorovacích sítí a přispěl k etablování nových badatelských témat i ke vzniku nových vědeckých struktur (jako byla Ekologická sekce Biologické společnosti ČSAV), které sehrály aktivní roli v ochraně životního prostředí a při formování občanské společnosti v Československu v osmdesátých letech minulého století., a1_The study deals with Czechoslovakia involvement and participation in the International Biological Program (IBP) and attempts to assess its effect on the ''ecologization'' of environmental sciences in Czechoslovakia. The authoress characterizes the International Biological Program which was taking place between 1964 and 1974, as one of the largest and most important global research projects dedicated to the living environmental of man on the Earth in the 20th century. Held under the auspices of UNESCO and the International Council of Scientific Unions (ICSU), its objective was to monitor natural processes and environmental changes. It was prepared during the period of Khrushchev Thaw, launched at the time of international crises of the Cold War, and it ended during the period of détente, which circumstances affected not only its course, but also defined areas of research where the Western and the Eastern Blocs were furthering their own respective priorities. The principal goal of socialist countries parcicipating in the program under the leadership of the Soviet Union was to use knowledge of biological and other sciences to maximize the exploitation of natural resources at the expense of minimum devastation of the environment, while capitalist countries were predominantly striving for a preventive approach to environmental protection., a2_The authoress claims that the International Biological Program stimulated the interest of scientists in environmental issues and to some extent filled the space which had opened for biological sciences thanks to the process of de-Stalinization and the policy of ''limited internationalism'' leading to international scientific cooperation across the Iron Curtain. The study describes the institutionalization of the International Biological Program in Czechoslovakia, showing how the program´s promising progress and international aspirations were disrupted by the so-called normalization after 1968 and its later splitting between the Czechoslovak National IBP Committee and the IBP Department of the University of Agriculture in Brno, each of which had a different relation to political powers-that-be and a different international legitimacy. - The article introduces feminist political economy as an analytical tool or interpretative frame for exploring current economic crisis. In the beginning of the article, the authors focus on the wider context of feminist theories and approaches to capitalism within their development. The point is to show that contemporary feminist critiques of global capitalism tie in with the earlier tradition of feminist thought. In the next part, the authors introduce the theoretical grounds and basic theses of feminist political economy through the work of V. Spike Peterson and J. K. Gibson-Graham. - The paper is a review of literature on gender aspects of social movement's protest against globalization. It divides the movements according to gender of participants to grassroots women's movements against globalization, gender-neutral anti-globalization movement and masculine movements that express anti-globalization stance. It focuses specifically on activism against sweatshop labour and its transnational networks, connections, and its positive and negative effects. It analyses the gender aspects of the anti-globalization movement and its relation to feminism and feminist movement. It deals with the problem why it is difficult to incorporate gender into the critique of globalization and at the same time to add anti-capitalist view to feminist movement. The author argues that neoliberal globalization activates on one side efforts to emancipate women from oppressive (working) conditions while it incites masculine, patriarchal reactions on the other side of the globe. The militaristic masculine movements together with the neoliberal global masculinity are threats for women's movements for liberation.

- Alternative futures oriented to contemporary global problems solutions and risk management are related to citizens´ability to learn how to become global (cosmopolitan) citizens. Important conditions for that should be analyzed within the processes and conditions shaped by globalization of media and communication. This learning has not been institutionalize so far (as in the education), and it is a result of rather indirect social interaciton. Individuals are embedded into complex network of the global information flows and, at the same time, they are members of their national and local communities. Cosmopolitan individual is a virtual member of a global community. 10. Global, macro, and personal impacts on Latvia: a latent structure of perceived control

- The study explores a latent structure of perceived impacts on the country. Perceived controllability of the context shapes individual plans and forms resource for dealing with changes. The direct and indirect exposure to global challenges (e.g., terrorist attacks) can change individual views of the controllability of the context and lead to negative psychological consequences. On the basis of the analysis, a set of perceived impacts was included in the investigation – impacts on a person, people of Latvia, its political institutions, and global players and threats – as factors representing different levels of ecological systems. Six hundred forty-seven university students from Riga, Valmiera, and Daugavpils participated in the study. The Future of Country Questionnaire was modified and used for the assessment of perceived impacts on Latvia. Exploratory and confirmatory factor analyses provided evidence for four main factors representing perceived impacts: personal control, political power, globalization, and global threats. The latter factor involved military tension and terrorism. Revealed links between control beliefs confirmed the interconnectedness of sub- and super-ordinated ecological systems. Cooperation with other people can facilitate the sense of controllability of the macro-societal context. and Tato studie zkoumá latentní strukturu vnímaných dopadů na stát. Vnímaná ovladatelnost kontextu dotváří jednotlivé plány a formuje zdroje pro vyrovnávání se se změnami. Přímé a nepřímé vystavení globálním výzvám (např. teroristickým útokům) může změnit individuální pohled na kontrolovatelnost kontextu a vést k negativním psychologickým důsledkům. Na základě této analýzy byla do šetření zahrnuta sada zkoumaných vnímaných dopadů – na danou osobu, obyvatele Lotyšska, politické instituce a globální aktéry a hrozby, coby faktory reprezentující různé úrovně vnějších systémů. Studie se zúčastnilo 647 univerzitních studentů z Rigy, Valmiery a Daugavpils. K hodnocení vnímaných vlivů na Lotyšsko byl použit modifikovaný dotazník Budoucnost země. Exploratorní a konfirmační faktorová analýza podpořila čtyři hlavní faktory reprezentující vnímané dopady: osobní kontrolu, politickou moc, globalizaci a globální hrozby, přičemž poslední faktor zahrnoval vojenské napětí a terorismus. Zjištěné souvislosti přesvědčení o kontrolovatelnosti potvrdily provázanost mezi podřízenými a nadřízenými vnějšími systémy. Spolupráce s ostatními lidmi může posílit pocit vlivu (kontroly).
