This chapter is aimed at describing the relationship between individual rights and climate change agenda in the Czech Republic. Firstly, the authors provide a brief description of the Czech framework policy for climate change adaptation and specific acts dealing with the climate change. After that, the means of judicial protection in climate change disputes are analysed, with a particular emphasis on the role of administraitve courts. For better understanding, the authors present the most significant decisions of the Czech courts. They conclude that the courts may provide relatively effective protection against both public and private actors. however, climate change is still a new topic with which the applicants have not yet learned to work. In some cases, which are primarily concerned with other issues such as air pollution, climate change serves more as a supporting than a stand-alone argument. This is not likely to change any time soon, because the country is not affected by climate change to the degree it would be forced to act and immediate action would be deemed necessary. Pokles kyselé atmosférické depozice od 90. let minulého století a rovněž postupné oteplování klimatu bylo prokazatelně doloženo i pro horské ekosystémy v nejvyšších slovenských pohořích. Výzkumy epigeické aktivity mnohonožek (Diplopoda) v letech 1992-1993, 1997-1998, 2007-2008 a pokračující sledování v současnosti svědčí o rozmanitosti společenstev těchto půdních bezobratlých včetně přítomnosti řady karpatských endemitů v závislosti na odlišném geologickém podloží (žula a vápenec) a typu vegetace. Pozorovaný ústup chladnomilných endemitů i nárůst podílu eurytopních adaptabilních druhů lze dávat do souvislosti s probíhajícími změnami v chemismu půd i změnami klimatu., The decline of acid deposition since the 1990s, together with subsequent climate warming, was confirmed also for mountain ecosystems in the highest Slovak mountains. The study of epigeic activity of millipedes (Diplopoda) in the periods 1992-93, 1997-98 and 2007-08, and continuing recent research refer to the high diversity of their communities including the presence of Carpathian endemic species on different geological bedrocks (granite and limestone) as well as different vegetation covers. Earth’s climate has experienced notable changes during the past 50-70 years when global surface temperature has risen by 0.8°C during the 20th century. This was a consequence of the rise in the concentration of biogenic gases (carbon dioxide, methane, nitrous oxide, chlorofluorocarbons, and ozone) in the atmosphere that contribute, along with water vapor, to the so-called ‘greenhouse effect’. Most of the emissions of greenhouse gases have been, and still are, the product of human activities, namely, the excessive use of fossil energy, deforestations in the humid tropics with associated poor land use-management, and wide-scale degradation of soils under crop cultivation and animal/pasture ecosystems. General Circulation Models predict that atmospheric CO2 concentration will probably reach 700 μmol(CO2) mol-1. This can result in rise of Earth’s temperature from 1.5 to over 5°C by the end of this century. This may instigate 0.60-1.0 m rise in sea level, with impacts on coastal lowlands across continents. Crop modeling predicts significant changes in agricultural ecosystems. The mid- and
high-latitude regions might reap the benefits of warming and CO2 fertilization effects via increasing total production and yield of C3 plants coupled with greater water-use efficiencies. The tropical/subtropical regions will probably suffer the worst impacts of global climate changes. These impacts include wide-scale socioeconomic changes, such as degradation and losses of natural resources, low agricultural production, and lower crop yields, increased risks of hunger, and above all waves of human migration and dislocation. Due to inherent cassava tolerance to heat, water stress, and poor soils, this crop is highly adaptable to warming climate. Most studies of responses of insects to elevated carbon dioxide have been made using short-term exposures to treated food plants and have involved measurements of responses in growth, reproduction, food consumption and efficiencies of conversion at specific stages in the life cycle. These will be reviewed in the light of longer-term studies recently published where whole generations have been reared in chambers with simultaneous treatment of plants and where insects have been free to select their food and microenvironment. Factors such as seasonal change in plants, choice of food plant, mode of feeding, timing of exposure, temperature, the role of natural enemies are considered and the whole placed in the context of other aspects of climate change.
It is concluded that in studies to date, the only feeding guild in which some species have shown increases in population density in elevated carbon dioxide are the phloem feeders. Studie shrnuje výsledky studia vztahů mezi klimatickými změnami a osídlením a využíváním krajiny v době poledové. Výzkum ukázal, že proměny klimatu se na pravěkém zemědělství a využívání krajiny odrážely zásadním způsobem a že ovlivnily vývoj pravěkých kultur. Optimalizovaný systém využívání krajiny, vytvořený jednou pravěkou kulturou, se stal při klimatických změnách fragilní. Reakcí na klimatické fluktuace, spočívající v nutnosti změny strategie využívání krajiny, byl někdy i zánik jedné archeologické kultury a její nahrazení kulturou novou. and The article summarizes the results of the study of relations between the prehistoric settlement pattern and climate during the Holocene. The pattern of relations between prehistoric settlement and landscape reflected climatic fluctuations. All prehistoric cultures had to find the optimal strategy of land use under given conditions, and the optimalized system of agriculture/animal husbandry became fragile; climatic changes caused usually the end of one prehistoric culture, while the next culture often reflected the necessary changes of economic strategy; establishment of a new system developed as a response to the new situation.
